“DESIGN AND BUILD” CONTRACT FOR SMWD EXPANSION PROJECT

Invitation to Bid for the

“DESIGN AND BUILD” CONTRACT FOR

SAN MARCELINO WATER DISTRICT WATER SUPPLY SYSTEM EXPANSION PROJECT

  1. The San Marcelino Water District through the NG 2012 intends to apply the sum of Eight Million Eight Hundred Nine Thousand One Hundred Forty Pesos and Forty Centavos (PHP 8,809,040.40) being the Approved Budget for the Contract (ABC) to payments under the contract for Design and Build” Contract for San Marcelino Water District Water Supply System Expansion Project. Bids received in excess of the ABC shall be automatically rejected at bid opening.
  2. The San Marcelino Water District now invites bids for the above Procurement Project. Completion of the Works is required in Three Hundred Sixty Calendar Days (360 CD). Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).
  3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.
  4. Interested bidders may obtain further information from San Marcelino Water District and inspect the Bidding Documents at the address given below from 9:00 AM - 4:00PM.
  5. A complete set of Bidding Documents may be acquired by interested bidders on April 9, 2021 until April 28, 2021 from given address and website/s below: and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Ten Thousand Pesos (PHP 10,000.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person, by facsimile, or through electronic means.
  6. The San Marcelino Water District will hold a Pre-Bid Conference on April 16, 2021 at 1:00PM at the bidding room of SMWD Admin. Building, Brgy. Consuelo Norte, San Marcelino, Zambales which shall be open to prospective bidders. Due to the COVID-19 Pandemic, prospective bidders are required to have a negative RT-PCR test result within 48 hrs prior to the date of attendance of the pre-bid conference.
  7. Bids must be duly received by the BAC Secretariat through manual submission at the office address as indicated below on or before 1:00 PM of April 28, 2021. Late bids shall not be accepted.
  8. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.
  9. Bid opening shall be on 1:01 PM of April 28, 2021 at the given address below. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. Due to the COVID-19 Pandemic, bidders’/bidders’ representative are required to have a negative RT-PCR test result within 48 hrs prior to  the date of attendance of the opening of bid.
  10. The San Marcelino Water District reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
  11. The bidders are requested to submit triplicate copies of the 1st and 2ND envelopes of the proposals.
  12. For the detailed evaluation of the design and build proposals, a two-step procedure shall be adopted by the BAC as specified in “Annex G” of the 2016 Revised IRR of RA 9184 as follows:

First Step Procedure:

1. Review of the preliminary conceptual designs and track record submitted by the contractor as indicated in the Bidding Documents using a non-discretionary “pass/fail” criterion that involve compliance with the following requirements:

  • Adherence of the preliminary design plans to the required performance specifications and parameters and degree of details;
  • Concept of approach and methodology for detailed engineering design and construction with emphasis on the clarity, feasibility, innovativeness and comprehensiveness of the plan approach, and the quality of interpretation of project problems, risks, and suggested solutions; and
  • Quality of personnel to be assigned to the project which covers suitability of key staff to perform the duties of the particular assignments and general qualifications and competence including education and training of the key staff.

2. For complex or unique undertakings, such as those involving highly specialized or advanced engineering technology, eligible bidders may be required, at the option of the agency concerned, to make an oral presentation within fifteen (15) calendar days after the deadline for submission of technical proposals.

Second-Step Procedure:

Only those bids that passed the above criteria shall be subjected to the second step of evaluation.

The BAC shall open the financial proposal of each “passed” bidder and shall evaluate it using non-discretionary criteria – including arithmetical corrections for computational errors – as stated in the Bidding Documents, and thus determine the correct total calculated bid prices. The BAC shall automatically disqualify any total calculated bid price which exceeds the ABC. The total calculated bid prices (not exceeding the ABC) shall be ranked, in ascending order, from lowest to highest. The bid with the lowest total calculated bid price shall be identified as the Lowest Calculated Bid (LCB).

     13. The contractor will commence only with the civil and electro-mechanical works once the well construction has been satisfactorily completed. For the purpose of preliminary conceptual design, an estimated 10 LPS well discharge and the well design stated in the in the drawings and TOR shall be used.

The San Marcelino Water District now invites bids for DESIGN, INSTALL, START- UP AND COMMISSIONING OF WATER FILTRATION SYSTEM WITH A CAPACITY OF 10 LITERS PER SECOND (LPS) FOR COLOR, ODOR, IRON AND MANGANESE CORRECTION AT LINUSUNGAN PUMPING STATION, BARANGAY LINUSUNGAN, SAN MARCELINO, ZAMBALES. Delivery of the Goods is required 120 calendar days from receipt of Notice to Proceed. Bidders should have completed, within 3 years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

 

3. Bidding will be conducted through open competitive bidding procedures using a non- discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.

 

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.

Nagbunga/Linusungan Level 3 Water System turned over to SMWD

The Linusungan and Nagbunga Level 3 Water System, funded by the Department of Interior and Local Government Salin-tubig project was inaugurated on April 19, 2016 with DILG Regional Director Florida Dijan as Guest of Honor.  The inauguration ceremony was held at Barangay Linusungan and attended by DILG officials from the regional to the municipal level, LGU San Marcelino officials headed by Honorable Mayor Jose F. After the inauguration ceremony was the symbolic turn-over and acceptance of the project. Initially, the project was turned-over by DILG to LGU San Marcelino and finally from LGU to San Marcelino Water District for the operation and maintenance of the facilities.  The project turn-over was part of an agreement signed by the concerned parties prior to the implementation of the project.

The turn-over and acceptance ceremony was conducted at Nagbunga covered court and witnessed by the constituents of Barangay Nagbunga.

SMWD Conducted Meetings at Barangay Nagbunga and Linusungan

A community meeting in preparation for the forth-coming operation of Nagbunga and Linusungan Level 3 Water System was conducted on April 23 and 30 respectively for the afore-cited barangays.

The objective of the meeting is to institute awareness to the barangay constituents relative to the operation, policies and guidelines and facilities of San Marcelino Water District. It is also part of the marketing strategy of the agency to promote its water services and consequently entice new concessionaires.

The presentation was conducted by GM Lyn P. Villena.  SMWD personnel, BOD’s and MPDC Gilbert Villena attended the said meeting along with more than a hundred constituents to each barangay. The application for water service connection was distributed to interested concessionaires after the meeting.

San Marcelino Water District wins the Slogan Contest

San Marcelino Water District emerged as the 1st prize winner in the Slogan Making Contest sponsored by the Municipal Social welfare and Development Office. Gernering a total score of 94.57%, SMWD bested the 10 other participants from the different barangays in this municipality. “Babae, kaisa ka sa paglinang nitong lipunan, karapatan at kagalingan mo marapat na isinasaalang-alang”, was the agency’s official entry. The slogan was posted on a whole illustration Board using “talahib” stalks for the lettering.

The slogan contest was conducted on March 30, 2016 in celebration of the Women’s Month. This year’s theme was “ Karapatan ni Juana, isama sa Agenda”. The judging of entries was done at the municipal covered court after the “juana Walk’ activity.

San Marcelino Water District female personnel led by GM Lyn P. Villena joined the “Juana Walk” activity sponsored by the Municipal Social Welfare and Development Office as part of the Women’s Month celebration. Along with the female representatives from the different barangays and day care workers, the ladies traversed the poblacion area with their slogan entries on hand. The activity culminated at the municipal covered court for a short program.

SMWD participates in the "Million Volunteer Run 3"

San Marcelino Water District personnel joined the “Million Volunteer Run” activity sponsored by the Philippine National Red Cross on December 13, 2015. SMWD representatives headed by GM Lyn P. Villena along with 7 other personnel of the District were able to make it until the finish line. The volunteer run was about 5 kilometres long starting from the municipal covered court to the District Hospital and back to the covered court. A certificate of recognition for the agency’s participation and consolation prize were given during the awarding ceremony.

Manuel Rodriguez to sit again as Chairman, Gloria Nombrado as new member of BOD

Mr. Manuel Rodriguez assumed again the chairmanship of the Board of Directors of San Marcelino Water District last January 1, 2015 after his re-appointment covering the period Jan. 1, 2015 - Dec. 31, 2020. He was one of the pioneers that extended exemplary and dedicated service to the agency.

Another new member to the Board of Directors is Ms. Gloria R. Nombrado, who was appointed to the board representing the education sector inclusive of the period Jan. 1, 2015 - Dec. 31, 2020. She has been retired as an educator and served in the education sector for 18 years.

NAPC evaluates SMWD Rabanes expansion Project

A representative of the National Anti-Poverty Commission (NAPC) surprisingly visited the agency last April 21, 2015. NAPC which according to its mandate, was established to serve as the coordinating and advisory body for the implementation of the social reform and poverty alleviation agenda

The evaluation focused on the grant by LWUA to SMWD which were later used in funding the now operational water system serving the community at brgy. Rabanes, San Marcelino. Brgy. Rabanes community mainly acquired its water source from well which was not a hundred percent safe and potable water and purchases from water refilling stations from the poblacion before the project was operative.

NAPC conducted an interview to some people on the community for the feedback regarding the benefits of the water system.

The Rabanes water system was catering water supply to 96 active concessionaires as of April, 2015 since its operation last November of 2014.

Board of Directors and Management attends 36th PAWD Convention

The Philippine Association of Water Districts (PAWD), the umbrella organization of local water districts in the country held its 36th National Convention last February 3-5 at the Waterfront Hotel, Lahug, Cebu City. Metro Cebu Water District hosted this anticipated event.

Approximately 1,500 delegates from the 500 local water districts in the entire country participated in the convention. SMWD delegation includes Virginia A. Jimenez(BOD), Gloria R. Nombrado(BOD), Lyn P. Villena(General Manager) and Ynchie M. Nieva(Admin. Asst.)

LWDs were facing a greater challenge these days with the surging matter on climate change that endangers water reservoir, the growing population of people that needs to be provided with safe water including those in remote communities and the pollution that spoils the quality of water. This year’s convention addressed these challenges. Themed “Acting Now Towards the Future of Local Water Districts”, in response to the swelling issue of climate change, the gathering emphasized the decisive role of Local Water Districts (LWD) of providing potable, adequate and affordable water in the community. It also highlighted LWDs greater role in conserving water sources and providing safe water to waterless communities.

The delegates also exchanged their ideas and their ideal methods and practices in their jurisdictions in addressing the issues faced by LWDs.

SMWD participates in the San Marcelino Grand Sta. Cruzan 2015

Santacruzan was one of the festivals held in the Philippines in the month of May. It was a devotion to the Blessed Virgin Mary. The Local Government of San Marcelino, through its Municipal Tourism Council spearheaded by Mam Lydia Rodriguez conducted the annual Grand Santacruzan of which several establishments, organizations and institutions were invited to participate.

San Marcelino Water Disitrict, in its effort to support government projects and activities and at the same time trying to boost its marketing strategy continuously seek for ways to advertise and promote itself as partner in community development thus participated in the Grand Santacruzan.

SMWD employee, Lovely Joy dela Bueno was the Queen Representative for the agency and was escorted by also staff of the agency Jacob Bangit.

The Queen and the escort participants proceeded to a procession traversing the urban periphery of the municipality and ended at St. William’s parish Church. A short program was held at the San Marcelino covered court after the procession.

SMWD presents MOA to LGU for Linusungan-Nagbunga Project

A funding assistance was granted by NAPC-DILG Salintubig Project to LGU-San Marcelino intended for waterless communities to have access to safe and potable water. Barangay Linusungan and Nagbunga were identified as beneficiaries of the project. These barangays were also the proposed coverage for San Marcelino Water District’s expansion project given the availability of funding assistance.

The LGU San Marcelino spearheaded the institutional arrangement with SMWD. The institutional arrangement between the LGU and SMWD will facilitate the turn over and eventually operation and maintenance of the project.

A meeting between the LGU representatives namely: the municipal mayor, Sangguniang Bayan members and MPDC and SMWD management and Board of Directors was scheduled on May 5, 2015 at the Municipal Session Hall. The meeting was arranged to discuss the sustainability of the project.

SMWD management provided a draft copy of the MOA for SB evaluation and approval.
