San Marcelino Water District: About the Agency

San Marcelino Water District was created in 1989 by virtue of Sangguniang Bayan Resolution No. 252 sponsored by the late SB Member Hillo Mauricio with Engr. Antonio Escobar as General Manager on a concurrent capacity and Engr. Glen Manangan as Chairman of the Board. After a year, it was issued a Conditional Certificate of Conformance by Local Water Utilities Administration.

The emergence of San Marcelino Water District did not come overnight. It took almost a decade before its development materializes. Not until the administration of Mayor Jose F. Rodriguez, where the concept of establishing Water District System was revived. Loan application with LWUA under the Subic Bay Development Project was submitted thru the initiative of Mr. Gilbert N. Villena, Municipal Planning and Development Officer at the same time the newly appointed General Manager on a concurrent capacity. Such loan negotiation took three (3) years.

Year 2001 was a flourishing period for San Marcelino Water District when its loan package from LWUA amounting to P15.9M was approved and civil works commenced. Similarly, schedule of water rates was approved on a Public hearing held at San Marcelino Terraces.

On the following year, the new Board of Directors of San Marcelino Water District was reconstituted with the following members: Mr. Manuel R. Rodriguez, representing the business sector; Mrs. Felicidad Yrorita for the womens sector; Ms. Ana J. Alvarez, Mrs. Amparo Callo, and Dr. Angelito Paragas for the professional, education, and civic sectors respectively. Likewise, it was during this year when San Marcelino Water District’s Administration Building was also constructed thru the courtesy of Senator Ramon Magsaysay Jr.

And in August 4, 2003, San Marcelino Water District was inaugurated by Mayor Lydia F. Rodriguez and became operational with no less than the former Mayor Jose F. Rodriguez as the first concessionaire. There were 258 concessionaires during the start of its operation. Over the years, the agency was heading for development not until in 2005 when its pumping equipment bogged down which resulted to negative revenue on the part of the district. The incident prompted the then acting general manager Mr. Gilbert Villena to submit Project Proposal to Japan International Cooperation Agency (JICA) requesting for augmentation of water system facilities.

Year 2007 was again a significant year for San Marcelino Water District. The agency’s project proposal was approved and JICA grant commenced before the year ended. The project cost amounted to P6.5M.

A year after, as part of the JICA grant, water system installation was offered at discounted rate. The scheme was a big success because the target household connections were already achieved by the end of 1st quarter. Likewise, the expansion project under the LWUA-JICA grant was inaugurated; a full-fledged general manager was appointed by the Board of Directors; Deed of Donation for the JICA grant on additional water system facilities was turned over to the district.

At present, the agency is rising significantly. With its two (2) months loan arrears already paid and physical improvements can be seen in its two offices, sufficient man power to handle the daily operation of the district, this clearly indicates that the once regarded as only a “concept” is like a seed slowly germinating and hopefully will grow as a tree in the future.
